The candidate must demonstrate their ability to address the identified themes and expertise required for the successful completion of the single authorization request. This capability can be justified either independently or in a consortium. The need for support from expert consulting firms on certain themes must be specified. Note: EDF power solutions is still awaiting the final specifications from the State; the contract may be slightly revised as a result.

Motifs d'exclusion purement nationaux: In accordance with regulations related to the duty of vigilance and national or local legislation regarding the fight against corruption, money laundering, and the financing of terrorism applicable to business relationships with the EDF group, each candidate must declare and sign a commitment regarding compliance requirements (declaration available on the Purchasing portal at the time of application). Each candidate must provide a sworn statement to justify that they do not fall into any of the cases mentioned in Articles L. 2141-1 to L. 2141-5 (mandatory exclusions) and L. 2141-7 to L. 2141-11 of the Public Procurement Code (exclusions subject to the buyer's discretion). This declaration must be submitted by individual candidates and by each member of a candidate group, and, if applicable, by the proposed subcontractors. Each candidate must certify that they are not in any of the situations provided for by Regulation No. 2022/576 of April 8, 2022, of the Council of the European Union concerning restrictive measures in light of actions by Russia destabilizing the situation in Ukraine (certificate available on the Purchasing portal upon submission of the application). Titre: AO9 (P1 Bretagne Sud 2) - Environmental Impact Assessment
Description: The company EDF power solutions, hereinafter referred to as "EDFps," is a candidate for the "AO9" project, which includes 3 projects defined as extensions of the offshore wind farm projects in Southern Brittany ("AO5") and the two offshore wind farm projects in the Mediterranean ("AO6, and is initiating this consultation. The development of the project requires the completion and submission to the State services of an application file for authorization under the environmental code (environmental authorization) for the construction and operation of the offshore wind farm. 1) An environmental impact study under Articles L122-1 et seq. of the Environmental Code; The scope of intervention must directly include the drafting of the initial state (based on the initial environmental data collected by the French State and made available to the awardee), as well as the drafting of measures and impacts on certain themes, and the realization of modeling (acoustic, CRM, etc.), either directly by the candidate or with the support of expert consulting firms. 2)A Natura 2000 impact assessment under Articles L414-1 et seq. of the Environmental Code, carried out on the basis of an assessment of the impacts on birds, marine mammals and habitats; 3) A request for an exemption from the ban on the intentional destruction or disturbance of protected species under Articles L411-1 et seq. of the Environmental Code, where applicable only. The candidate must provide proof of the expertise that accompanies it on all the topics addressed in the impact study. Where applicable, it will introduce partners to supplement the expertise required for the successful completion of the single authorization application.
