Summary
The Organisation for Economic Co-operation and Development (OECD) is launching this Call for Tenders for sourcing one or more suppliers of intellectual services to provide expertise, analytical, technical and project co-ordination support in its work on the Teaching and Learning International Survey (TALIS) 2030.
This Call for Tenders is divided into two lots:
Lot 1 : Expert and advisory groups
Lot 2 : Project co-ordination
Following the selection process, candidates that are selected may be offered a framework contract in order to provide services to the OECD.
Any work requested by the OECD will be conditioned to mutual agreement between both Parties before issuance of related purchase orders (PO) by the OECD.
Candidates can apply for one or several lots. Candidates responding to both lots shall demonstrate the added value of their proposals, e.g. technical advantages arising from expertise across two lots or better value for money due to volume-based discount. Notwithstanding the above, each proposed individual expert may be assigned to only one lot. The same individual may not be proposed for, or committed to, more than one lot.
The deadline date for the receipt of offers is Friday 16 October, 2026 (2:00 pm Paris time).
The OECD will use its e-Sourcing portai ' Prospeum ' to conduct this procurement exercise. Interested candidates should register with the e-Sourcing portal in order to access the associated documents and further information.

Résumé
L'Organisation de coopération et de développement économiques (OCDE) lance le présent appel d'offres afin de sélectionner un ou plusieurs prestataires de services intellectuels chargés de fournir une expertise ainsi qu'un soutien analytique, technique et de coordination de projet dans le cadre de ses travaux relatifs à l'Enquête internationale sur l'enseignement et l'apprentissage (TALIS) 2030. Le présent appel d'offres est divisé en deux lots :
Lot 1 : Groupes d'experts et groupes consultatifs
Lot 2 : Coordination de projet
À l'issue du processus de sélection, les candidats retenus pourront se voir proposer un contrat-cadre afin de fournir des services à l'OCDE.
Toute prestation demandée par l'OCDE sera subordonnée à un accord mutuel entre les Parties avant l'émission des bons de commande (Purchase Orders, PO) correspondants par l'OCDE.
Les candidats peuvent soumettre une offre pour un ou plusieurs lots. Les candidats répondant aux deux lots devront démontrer la valeur ajoutée de leur proposition, par exemple les avantages techniques résultant d'une expertise couvrant les deux lots ou un meilleur rapport qualité-prix grâce à des remises liées au volume.
Nonobstant ce qui précède, chaque expert individuel proposé ne pourra être affecté qu'à un seul lot. Une même personne ne peut être proposée ou engagée pour plus d'un lot.
La date limite de réception des offres est vendredi 16 octobre 2026 à 14h00 (heure de Paris).
L'Organisation utilisera son portail e-Sourcing ' Prospeum ' afin de conduire cet appel d'offre. Les soumissionnaires intéressés devront s'inscrire sur le portail en ligne afin de pouvoir accéder aux documents nécessaires et aux annexes.
