Description
The Department for the Implementation of Human Rights, Justice and Legal Co-operation Standards is implementing a wide range of activities to support better and more efficient execution of the judgments of the European Court of Human Rights (ECtHR) at the national level. Some of such activities are supported by the Project on “Support to efficient domestic capacity for the execution of ECtHR judgments (Phase 2)”. It provides support to the national coordinators for the execution of ECtHR judgments in all CoE member states by conducting research, identifying good practices developed in different countries in the field of execution, and ensuring enhanced dialogue and cooperation among national execution coordinators.
The Council of Europe is looking for a maximum of 30 Providers (provided enough tenders meet the criteria indicated below) in order to support the implementation of activities (including those under the Project mentioned above) by the Department in the area of execution of the ECtHR judgments in different related thematic areas.
This Contract is currently estimated to cover up to 70 activities to be held by 30 January 2030. This estimate is for information only and shall not constitute any sort of contractual commitment on the part of the Council of Europe. The Contract may potentially represent a higher or lower number of activities, depending on the evolving needs of the Organisation.
The Contract resulting from this international public call for tenders will be available for use by all entities within the Council of Europe.

Lot 1 - Consultancy - Research on the effective execution of ECtHR's judgments concerning conditions of detention
Lot 1 concerns the provision of consultancy services regarding the topic of conditions of detention in the context of execution of ECtHR judgments. It may include, inter alia research of different aspects and elements regarding the judjements concerning conditions of detention across CoE member states, comparative analysis of execution of such judgments in different COE member states, gaps and needs assessment in relation to the general measures on the topic, identification of good examples, specific recommendations and measures that did not bring required improvements concerning the topic in various states.

Lot 2 - Consultancy - Research on the effective execution of ECtHR judgments concerning police ill-treatment.
Lot 2 concerns the provision of consultancy services regarding the topic of police ill-treatment in the context of execution of ECtHR judgments. It may include inter alia, analytical research of different aspects and elements regarding the judgments concerning police ill-treatment across CoE member states, comparative analysis of execution of such judgments in different COE member states, gaps and needs assessment in relation to the general measures on the topic, identification of good examples, specific recommendations measures that did not bring required improvements concerning the topic in various states.

Lot 3 - Consultancy - Research on execution of pilot judgments of the European Court of Human Rights
Lot 3 concerns the provision of consultancy services regarding the topic of execution of ECtHR pilot judgments. It may include, inter alia, comparative analysis of execution of pilot judgments in different CoE member states, including comparison of respective measures to address the identified systemic problem, respective challenges and good practices in the area. It can also include the preparation of country specific reports on this topic.

Lot 4 - Consultancy - Research on best practices on cooperation between national execution coordinators' offices and other state bodies of legislative, judicial and executive powers
Lot 4 concerns the provision of consultancy services regarding cooperation between the offices of national execution coordinators and other state bodies of legislative, judicial and executive powers. It may include, inter alia, research, comparative analysis and mapping of different practices (formal or informal cooperation structures and communication channels), good practices and effective models concerning specific countries.
