Context : In this context, the objective of this assignment is to collect structured and complete national legislative and regulatory data in the countries detailed in the appendix to the specifications.
Objet du marché : The service required is part of the "Rescuing Democracy from Political Corruption in Digital Societies" (RESPOND) project, funded by the European Commission as part of the Horizon program.
Description des prestations attendues : The RESPOND project proposes an interdisciplinary and innovative assessment of political corruption, understood here as a range of behaviours and actions that are often located in grey areas of legality, and which have the effect of inducing biases in decision-making and the political cycle. It is structured around several themes:
1) analysis of four contemporary forms of political influence (political finance, lobbying, pantouflage/personal connections and media capture);
2) assessing the perception of political corruption by elites and citizens and its social construction through the media and education;
3) exploring the interactions between digital technologies (established or emerging) and political corruption, and their role in improving anti-corruption and pro-integrity strategies at national and international level;
4) the co-creation with stakeholders of practices and tools to strengthen civic oversight and integrity in contemporary democracies - including the evaluation of original risk indicators developed by the project.
Durée du marché : The Contract will be valid from the date of notification of the Contract Agreement to the Contractor until 30 June 2026 at the latest.
Nombre et consistance des lots : The contract is single-award and not divided.
Procédure de passation : The present contract is awarded under an adapted procedure (MAPA), in application of the provisions of articles L.2123-1 and R.2123-1-1° of the French Code de la Commande Publique.
Critères de sélection : The offer selection criteria are set out in article 3.3.2 of the Règlement de consultation (RC).
