Proofs of ability and eligibility to exercise the professional activity may be requested before and during the service. Due diligence will be conducted for the selection process.
To be eligible, applicants have to submit a concise proposal in PDF format.
The proposal should include :
- A brief presentation of your profile or organisation (motivation, services and tools, operations, etc.)
- Description of your proposition with a description of your methodology
- Reporting proposition
- References
- Quotation and overall financial proposal
- A detailed budget must be provided (PDF, Excel or Word - 2 pages maximum)

The applicant must be able to provide the entire service for the duration of the service and justify its expenses/budget (with timesheets for example). The budget proposal is a selection criteria (20%), Digital Africa will be authorized to negotiate and challenge it. (Digital Africa will be able to negotiate the price indicated by the candidate in its proposal.)
The financial proposal has to include the following elements:
- a quotation and overall financial proposal

We will be attentive to the technical capabilities related to :
1) Overall quality and relevance of the proposal - 20%
2) Proven understanding of startup dynamics, data ecosystems, and innovation policy in Sub-Saharan Africa (with focus on the 8 countries list of the program) - 20 %
3) Capacity to access the participant target - 20%
4) Experience working with actors in the agritech, data governance, or digital transformation sectors - 10%
5) References and track record in conducting ecosystem studies, stakeholder mappings, or similar assignments - 10%
6) Budget proposal (Digital Africa will be able to negotiate the price indicated by the candidate in its proposal.) - 20%

Description succincte du marché : Digital Africa seeks to conduct a comprehensive ecosystem mapping and analysis of stakeholders involved in the use, governance, and regulation of data in support of startups across Africa, with a particular focus on the agritech sector.
This mission contributes directly to the Data Governance in Africa program's objective to support cross-border data flows, value creation, and regulatory innovation.
The mapping will help:
- Identify key actors (startups, regulators, data providers, funders, academia, civil society, etc.);
- Understand the ecosystem dynamics and gaps (technical, legal, relational, financial);
- Support the preparation of relevant use cases and regulatory recommendations;
- Inform future project actions and partnerships.
The geographical scope of the project includes 8 countries: Ghana, Senegal, Côte d'Ivoire, Kenya, Rwanda, Tanzania, Botswana, and South Africa. Particular attention is given to cross-border approaches related to data sharing. Ideally, the analysis includes the 8 countries within the scope, though not necessarily with the same level of depth. You may propose specific countries for more detailed focus, and, where relevant, justify excluding certain countries from the analysis.
Additional countries may also be included to enrich the study (comparative insights, best practices, failures, etc.) or to support the cross-border perspective.
