Technical Consultant for Support to Modernising the Ministry of Internai Affairs of Romania
MARKET CONSULTATION 3578.
SUMMARY:
The Organisation for Economie Co-operation and Development (OECD) is launching this Market Consultation with the objective the objective of engaging an intellectual services provider to deliver a proof of concept (PoC) for an Al -enabled tool that can support crisis management, decision -making, and cross -sectoral coordination within the Ministry of Internal Affairs of Romania (MAI).
This market consultation is carried out in the context of support from the OECD to the Romanian Ministry of Internal Affairs (MAI) in its modernisation efforts by enhancing its ability to anticipate, prepare for, and respond to complex and emerging challenges. This support is funded by the European Union via the Technical Support Instrument, managed by the European Commission Reform and Investment Task Force (SG REFORM).
The project is implemented by the Risk Governance Unit, within the Infrastructure and Public Procurement Division (IPP) of the OECD's Public Governance Directorate, with the Romanian Ministry of Internal Affairs (MAI) as the main beneficiary.
Individuals and companies can participate in this Market Consultation.
The awarded candidate will be considered as intellectual services providers and will not be considered an official of the OECD staff. This means that the Organisation will not grant any allowances (relocation, medical insurance, travel cost recoveries, per diem, etc.) to the selected provider.
The deadline for submission of offers is Friday, September 4 th 2026, 04:00 pm (Paris time).
The OECD will use its procurement platform "Prospeum" ( https://dashboard.prospeum.com/#/login/onboarding/oecd ) to conduct this procurement exercise. Interested candidates should register with the e-Sourcing portal in order to access the associated documents and further information.

CONSULTATION DE MARCHÉ 3578.
RESUME:
L'Organisation de coopération et de développement économiques (OCDE) lance la présente consultation du marché dans le but d'engager un prestataire de services intellectuels chargé de développer une preuve de concept (PoC) d'un outil reposant sur l'intelligence artificielle (IA) , capable de soutenir la gestion des crises, la prise de décision et la coordination intersectorielle au sein du Ministère des Affaires intérieures de la Roumanie (MAI).
Cette consultation de marché s'inscrit dans le cadre de l'appui fourni par l'OCDE au ministère roumain des Affaires intérieures (MAI) dans ses efforts de modernisation, en renforcant sa capacité à anticiper, préparer et répondre à des défis complexes et émergents. Cet appui est financé par l'Union européenne au moyen de l'Instrument d'appui technique (Technical Support Instrument, TSI), géré par la Task Force Réforme et Investissement de la Commission européenne (SG REFORM).
Le projet est mis en oeuvre par l'Unité de gouvernance des risques, au sein de la Division des infrastructures et des marchés publics (IPP) de la Direction de la gouvernance publique de l'OCDE, le ministère roumain des Affaires intérieures (MAI) étant le principal bénéficiaire.
Les particuliers et les entreprises peuvent participer à cette consultation de marché.
Le candidat retenu sera considéré comme un prestataire de services intellectuels et ne fera pas partie du personnel officiel de l'OCDE. Cela signifie que l'Organisation n'accordera aucune indemnité (déménagement, assurance médicale, remboursement des frais de déplacement, indemnités journalières, etc.) au prestataire sélectionné.
La date limite de remise des offres est fixée au Vendredi 4 Septembre 2026 à 16h00 (heure de Paris). L'Organisation utilisera sa plateforme électronique Prospeum https://dashboard.prospeum.com/#/login/onboarding/oecd ) afin de conduire cet appel d'offres.
